Inside and outside are two different problems

Inside is oak leaves, pine needles and shingle grit, and the downspout is where it packs hard enough to stop water. A gutter that overflows in a storm is usually clear along most of its run and blocked at one outlet.

Outside is tiger striping — that dark vertical banding down the face of the gutter, which is airborne grime bonded to the finish by rain running over the lip. Clearing the inside does nothing for it. It needs a cleaner and a hand pass, which is why plenty of gutters look dirty right after they have been cleaned out.
